Charter Names Joiava "Joy" Philpott Corporate Vice President of Government Affairs and Franchise Relations
ST. LOUIS – The appointment of Joiava "Joy" Philpott to Corporate Vice President of Government Affairs and Franchise Relations for Charter Communications, Inc. (Nasdaq:CHTR) was announced today by David Andersen, Senior Vice President of Communications. In this capacity, Ms. Philpott will have overall responsibility for oversight of state and local government regulation, providing counsel and guidance to Charter's five operating divisions and their local systems in the renewal and maintenance of franchise agreements and local regulatory ordinances.
In making the announcement, Mr. Andersen said, "Local franchise agreements provide us with the opportunity to do business in some 4,500 communities across 40 states. We're fortunate to have recruited a professional like Joy Philpott to lead our operating division and local government affairs and franchising professionals to ensure compliance with consistent franchise terms company-wide."
Ms. Philpott was previously Assistant General Counsel for KMC Telecom, Inc. in Atlanta, a nationwide telecommunications provider of voice, data, and Internet infrastructure services, conducting legal research, preparing legal opinions, and providing counsel on local franchise and rights of way law.
Previous to this, Ms. Philpott was employed by the City of Atlanta, Georgia from 1993 to 2000, serving as the Cable Television Franchise Manager with responsibility for the oversight and service performance of franchised cable television operators. She was also the Chief Telecommunications and Cable Television Attorney, advising elected officials, commissioners, and directors on emerging telecommunications law. Ms. Philpott was also a financial analyst with Investors Fiduciary Services, Inc., and began her professional career as a law clerk at Fenwick & West in Washington, D.C.
A Magna Cum Laude Business Management graduate of Hampton University in Hampton, Virginia, Ms. Philpott also earned Juris Doctor and MBA Degrees from American University in Washington, D.C.
