Charter Names Trey Smith Senior Vice President of Western Operations

ST. LOUIS--(BUSINESS WIRE)--Sept. 11, 2000--The appointment of James H. (Trey) Smith III as Senior Vice President of Operations for the Western Division of Charter Communications, Inc. (Nasdaq:CHTR) was announced today by Dave Barford, Executive Vice President and Chief Operating Officer. Mr. Smith succeeds Mr. Barford who was promoted to his current position last month.

Mr. Smith was previously a Division President of AT&T Broadband with operations responsibility for video, voice and data businesses in the Northwest. Prior to AT&T, he was President and CEO of Rogers Cablesystems Ltd., and Executive Vice President of Operations for Times Mirror Cable TV, Inc. Mr. Smith began his cable television industry career with Cox Communications in 1977.

As Senior Vice President of Charter's Western Division, Mr. Smith will be responsible for the oversight of six regional operations serving some 3.5 million customers in 21 states. He will be headquartered in Denver.

With his announcement of Mr. Smith's recruitment, Mr. Barford said, "With his extensive operations experience and decentralized management approach, Trey is an excellent choice and a natural fit in the Charter culture. His solid record in the broadband delivery of digital video, high-speed Internet access, and telephony will allow him to hit the ground running!"

Mr. Smith has held numerous voluntary leadership posts during his 23 years in the cable television industry, including Chairmanships of Adlink, and the California Cable Television Association. He has served on the Board of Directors of the Walter Kaitz Foundation, and was a founding member of Cable in the Classroom. Among his distinctions, Mr. Smith has received a Vanguard Award, the cable industry's highest honor, for his achievements in state and regional association leadership.

A graduate of Georgia State University with BA and MBA Degrees in Accounting, Mr. Smith is a certified public accountant.
